WTI crude oil fluctuates before U.S. inventory report

West Texas Intermediate crude fluctuated before U.S. report which may show that the nation's crude stockpiles dropped to the lowest level in six months, while prices gained after Germany, the largest economy in the EU, showed an increase industrial output in June.
