German stocks swung between gains and losses on Thursday and traded near their all-time high as Commerzbank AG added 8.8% and Siemens AG advanced 2.1% before a policy meeting of the European Central Bank. The DAX Index increased 0.1% to 9,049.07 as of 9:45 a.m. Frankfurt time and it has climbed 19% this year as central banks all over the world claim to keep interest rates low.
