BID order type execution question

When a BID (non Market) type order is placed, and
that is also verified by an independent copy of JForex,
then when the Market ASK price falls significantly below
the accepted BID order; and there is no execution, then that
would be an error of execution on the exchange, right?

Overall logic or Bid/Ask orders execution

Ask price of the quotes can not cross with Bid price.

Please specify the situation "when the Market ASK price falls significantly below the accepted BID order".
Probably with Activity Logs and Tick chart picture.
