I can not connect to Dukascopy.

Can you please provide us some more information:

Which JAVA version do you use?
Which security setting do you have under control panel->java->security tab?
Did you already delete the java cache?
Did you go to view your temporary internet files like in the file?

If not please do so.

If the error still persists please provide us the java-logs (to be enabled in advanced tab-show console)

Thank you - it seems that this is probably a java issue...
