This is an issue where chart scaling can put a line offscreen, and this line is in the "editing" mode.

You could say this is the fault of the user, but if the user forgets, then this editing mode remains and interferes with chart behavior.
I use a number of Horizontal lines on charts. However, if I double-click one of them, and it appears with "edit handles" or "edit dots" and then I FORGET that it is in the edit mode, but the line moves OFF SCREEN due to vertical scaling.
Then this interferes with AutoShift behavior, and it is NOT SEEN by the user.

I would suggest that if a line is being Edited, but if it is scaled OFF SCREEN, that it should REVERT and get out of the Editing state.
It is difficult to know whether (in general) any chart object which is being edited, should be forced out of the editing state, and whether it is a good idea to do this. Perhaps any object which is being edited should be reset if it moves off chart, so it is not visible to the user ??
