i can't complete my profile ,why?

I want to subscribe to the contests, but i can't complete my profile now. if it too late for july contests? AS already half month passed. So Dukascopy make limiting to subscribe to the contests,is't it ?

There was a temporary issue with registrations for new users on July, 12th. It has already been fixed, though.

I have got the same problem. I have completed my profile info, but I can't subscribe for the contest.
