Subscription of strategy for some instruments fails with following error

Code to reproduce the problem

    public void onStart(IContext context) throws JFException {
        Set<Instrument> instrumentsToSubscribe = new HashSet<>(asList(Instrument.fromString("USD/RUB")));
        context.setSubscribedInstruments(instrumentsToSubscribe);
    }

I do not see any disclaimers pending for "accept" in Setting -> Preferences -> Disclaimers.

Any suggestions how to fix that problem?
