1) What is actually happening to generate this message?
2) What is the consequence of the event that has taken place on a) the strategy b) the cache c) the link
3) How can the event be trapped if its consequential? All I see appear in the logs are WARN entries
4) If the cache is compromised it seems then that the live tick/bar feed should not be but perhaps history interfaces would/could be. If the API is designed to cache first, does it halt calls into the IStrategy interface when there's a problem?

Problem appearance time: 2013-01-22 09:00:25.954 (taken from provided console log)
Requested file: 2013/00/22/08h_ticks.bi5, human readable date is 2013-01-22 08:00:00.000
File 08h_ticks.bi5 covers ticks for the one hour only - starting from 08:00:00 till 09:00:00.
The log tells us that the file with ticks history for the last hour is not being generated yet.
In such case we take historical ticks data from another server, which has data for the last couple of hours only.
