strange message: existing order in EXECUTING status

I want to merge orders, but I get this message

Before merging I checked that all orders have the State.FILLED
What does this message above mean?

It means that during the merge one of the orders was subject to amount change, i.e. it was being either partially filled, partially closed or closed.
