According to https://www.dukascopy.com/swiss/english/forex/forex_trading_accounts/link/ one must have over $100,000 in their live account to use the trading API.

Does this apply to the FIX API only or also JForex?

This is the case only for FIX API, JForex SDK (aka Standalone) has no such restrictions.
