As much as I'd love to see only the original developers get the bonus points, I can't see how it could be monitored.
Right now copying strategies still gives max points so the copiers aren't bothering to put in any effort to make it look different. Deny them the points and they'll just refactor, change the comments and claim they wrote it themselves from scratch.
