Summer time

Hello

I have some problems with time. It shows on 4h candles - picture below. Time changed to summer on 12 March.

What's the pattern? Shouldn't it be last Sunday of the March/October?

This happens when the Europe has switched to Summar/Winter time, but the USA has not. And vise versa. It happens few weeks each year.
