Remote Server and Empty String Initialization

I noticed that I had some @Configurable Strings passed
to the Remote Server.

Those that were not empty strings were initialized correctly
to their correct values.

But those that were empty strings "" were not initialized,
so that the Strategy module used its own default values for
those Strings. They should be set to the empty String "".

The Local Run works as expected, but Remote Run appears
to have this problem.

I think this is probably a bug in Remote Server initialization.
