Hello
My strategy is to open pending order in specific time and it is working perfectly in the demo account but when I applied the strategy to my live account (I tried both local and remote run)
some time it works
other time not opening position at all
or the positions it is delayed to open

Greetings,
As far as you described your strategy and its expected behavior, the 'Get historical candle' block is useless. I've tested the strategy in real time and it opens 8 entry stop orders on both Buy and Sell sides then the strategy stops. I've only removed the useless blocks and rearranged the time filters as per the attached file.
I recommend you to test using Jforex historical tester in order to be bale to check in depth your orders.
Here is the event log from Jforex back-test over 1 week with you default settings:
